Every piece of clothing that goes on the torso will have to be remodeled to accommodate for that, maybe even animations if arms can clip through it. And let's not forget the breasts, the portion you crave the most, seeming that you are begging to play as a woman. Therefore you would have to at least adjust every single piece of clothing the character could wear to fit for both body types. An "ideal" female body is skinnier than the "ideal" male body. There is no excuse, nor justification, for not having a female voice actor say the same lines, and little to no reanimation necessary.
